The HSES Manager is responsible to organise, lead and manage the resources of the HSES Department to provide support on all HSES matters to all personnel sites and departments in the North America and Mexico Region.The HSES Manager is responsible to organise, lead and manage the resources of the HSES Department to provide support on all HSES matters to all personnel sites and departments in the North America and Mexico Region. He /She will also promote and develop a strong safety culture oriented towards continuous improvement and ensure that all personnel adhere and comply to the Acergy Group HSES Policy and rules. The HSE Manager is also responsible for the implementation, monitoring, development and maintenance of the Company’s HSE Management System and for ensuring that the systems have sufficient capability to control activities which expose employees and/or the Company’s property to risk, loss or damage and that such systems satisfy legislative requirements, codes of practice, guidance, memoranda and industry standards. Supervising and overseeing the day to day activities of the Project Safety Advisors. Co-ordinate the HSES Department Resources to ensure that appropriate support is provided to Projects teams. Promoting safety awareness, and participation in employee HSE training activities. Ensure that an HSES Action Plan is produced each year for the region as well as for all the sites and projects and that the progress is monitored regularly. Scheduling of worksite audits and ensuring their timely execution and follow-up such that satisfactory close out is achieved. Ensure that Emergency Response Plans are in place and that they are regularly checked to confirm validity. Ensure that specific HSES Training programs are produced and implemented to develop the HSES knowledge and competencies of all personnel in the region. Ensure that accidents/incidents relating to the Region are appropriately reported, investigated, followed up and closed out in a timely manner. Ensure that regional suppliers and subcontractors meet Acergy’s HSES standards. Take initiative and give input to improvements of the Group and Regional HSES instructions, procedures and guidelines. Liaise as necessary with the Medical Advisor on all health and hygiene issues. Keep the Acergy USA Regional HSEQ Director updated on relevant HSES matters, especially but not limited to issues involving authorities and serious incidents. Remain current with medical advances and technological industry changes as they affect diving or operational safety. Plan and conduct periodic safety meetings for all Acergy operational departments and administrative divisions. Co-ordinate medical evacuation and treatment of Acergy personnel requiring same. Investigate all accidents and co-ordinate efforts to determine that all necessary communications are disseminated. Ensure that post-incident and injury drug and alcohol screens are conducted as required. Recommend corrective action to prevent reoccurence. Participation in and review of Risk Assessments conducted to ensure that safe systems of work are in place. Perform post-injury/incident reviews to determine the root cause. Monitor U.S. Coast Guard, OSHA, MMS and other similar federal and state regulatory agency rulemakings and policy requirements. Co-ordinate the implementation of policy, procedure, training or equipment changes with the HSEQ Director.
